The intended use and rating for NMC presumes that it is not routed inside of a small- diameter conduit.
Using wire in a manner other than approved is a potential safety hazard regardless of whether or not a particular home inspector happens to pick up that detail. U- clamps can secure NM cable to a surface but with some work as you'll be drilling into the masonry to mount them. A nice short- cut might be to use Tapcons instead of lead anchors to screw the clips to the wall.
